.Opening / Kick off

State of the work

The kick off meeting took place 11.-14.02.2004 in Kaliningrad. In the kick of meeting were attended representatives of the competent authorities of Belarus (Centre of Radiation Control an Environmental Monitoring and EMERCOM), of Lithuania (Ministry of Environment), of Russia (Regional Administrations for Natural Resources and Environmental Protection resp. for Civil Defence and Emergency) and of Germany (German EPA).

 

Beside the officials had been took part experts from the International Commission for the Protection of the Elbe- River (ICPE) and from other related projects.

The Belarusian, Lithuanian and Russian representatives referred about related projects in the field of accident prevention in the Neman/ Nemunas basin. In addition was introduced in a beginning project financed by the German Ministry of Environment, Nature Protection and Nuclear Safety, dealing with the consequences of the European Water Frame Directive in the field of transboundary basin management considering as example the Neman/ Nemunas river.

The ICPE-experts mediated the experiences in the inception phase of the ICPE and in the process of

 

formulation the International Warn- and Alarm Plan of the Elbe-river.

It was been referred the state of discussion in several International Commissions in relation to alert- criteria and use of checklist- methods for the assessment of potential (water related) accidental risk of industrial estimates.

In the frame of the Kick Off
Meeting the Russian, Lithuanian and Belarus specialists was been introduced into the aims and tasks of the project. The planed project conception, the target structure and the next steps to do was been referred and discussed.

In particular was been discussed about following themes:

  • Definition of the scale of the project,
  • Determination of competent authorities, involved parties and partners,
  • Determination and adaption of definition of the hierarchy of goals and tasks ,
  • Clearance of members of steering group and the working groups
  • Draft of a common glossary
  • Next activities in frame of the the project

The next activities are the data collection concerning the actual state in relation to the work packages. After reporting this phase is planned a study tour to several River commissions in Germany.
